Traffic Advisory – PWSA Paving Schedule 
June 13 – June 17, 2016 
 
The Pittsburgh Water and Sewer Authority (PWSA) contractors are scheduled to complete surface restoration, which includes paving and concrete work for the week of June 13, 2016. Many work locations will require restricted parking while work is being performed.  Signs will be posted in advance and removed as soon as possible. 
 
*Please note that the schedule is weather dependent and subject to change. 
 
Work locations are as follows: 
 
3rd Avenue at Ross Street
Market Street at Forbes Avenue
North Craig Street at Bayard Street
Fifth Avenue at Neville Street
249 North Craig Street 
 
The above sites will be paved overnight to accommodate traffic.

The City of Pittsburgh and Allegheny County today announced that a victory parade for the 2016 Stanley Cup Champion Pittsburgh Penguins will take place in downtown on Wednesday, June 15, 2016 at 11:30 a.m. 
 
Parade Route 
 
The parade route will follow a similar route as previous championship parades that took place in 2009. The route will begin on Grant Street at Liberty Avenue, travel along Grant Street to the Boulevard of the Allies, turn right onto the Boulevard of the Allies and will end at the intersection of the Boulevard of the Allies and Stanwix Street. A stage will be set up at Stanwix Street for celebratory remarks from Pittsburgh Penguins personnel. 
 
Road closures and parade route barricade installation will begin at 12:00 a.m. Wednesday morning. 
 
The Massaro Corporation has received a Traffic Obstruction Permit from the City of Pittsburgh to permit reducing Forbes Avenue in Oakland between Craft Avenue to Halket to ONE LANE beginning at 11pm on Friday, June 3, 2016 thru 6am on Monday, June 6, 2016.  Police traffic control, and signs for an alternate route will be in place. The additional lane closure is necessary to permit the dismantling of the tower crane.

This project will complete a missing link in the existing Bigelow Blvd bike lanes connecting Fifth Ave and Forbes Ave and providing a safe bicycle route throughout the neighborhood. 
 
The Department of City Planning will host a meeting to discuss and request input on this project. Your thoughts are important to the project's success! 
 
It will be held at the Oakland Career Center, 294 Semple Street at 6pm

REMINDER- Carnegie Mellon University's Spring Carnival – Close several Oakland area Roads 
The City of Pittsburgh has issued permits to Carnegie Mellon University to close several Oakland area roads during CMU's Spring Carnival and Sweepstakes buggy races.  
Margaret Morrison Strret, Tech Street, Circuit Road and Schenley Drive (Panther Hollow and Schenley bridges included) will be closed from 5am-1pm on Friday, April 15, 2016 and Saturday, April 16, 2016 
Both the City of Pittsburgh Police and Carnegie Mellon Police will be present during the races to help monitor traffic. Roads will reopen by 1pm.
 
*If inclement weather causes the cancellation of the Friday and Saturday competitions, races will be held Sunday, April 17, 2016 during the same time. 
 
Phipps Conservatory will remain open during normal hours. Due to road closures, visitors will need to park on the streets by Carnegie Library and the surrounding area. City of Pittsburgh Police stationed at barricades will give bus drives instructions for passenger unloading.

REMINDER- University of Pittsburgh Bigelow Bash and Spring Blue & Gold Football Game – Close several Oakland area Roads
The City of Pittsburgh has issued permits to the University of Pittsburgh to close several Oakland area roads for a number of Special Events during the week of April 15-17, 2016:
Bigelow Bash, Friday, April 15-17, 2016– Bigelow Boulevard between Forbes & Fifth Avenues will close at 12am on Friday April 15, 2016 for set-up and reopen by 2:30am on Sunday, April 17, 2016
Spring Blue & Gold Football Game, Saturday, April 16, 2016– University Place between Fifth Avenue and O'Hara Street will close at 8am on Saturday, April 16, 2016 and reopen by 2:30pm the same day.

Route 380 Baum Boulevard Bridge Long-term Closure begins Monday 
PennDOT District 11 is announcing the closure of the Baum Boulevard Bridge (Route 380) in the City of Pittsburgh, Allegheny County, will begin on Monday night, April 4 weather permitting. 
The Baum Boulevard Bridge, located between Melwood Avenue and Enfield Street, will be closed to traffic for 80 consecutive days beginning at 7 p.m. Monday night. All traffic will be detoured.

Birmingham Bridge Preservation begins New Phase Monday Inline image 2

 
PennDOT District 11 is announcing the next phase of work on the Birmingham Bridge Complex Preservation Project will begin Monday, March 14, weather permitting. 
 
Beginning at 9 a.m. Monday, the southbound side of the Birmingham Bridge will close to traffic to begin preservation work. All southbound traffic will be shifted into the northbound lanes. The new configuration will consist of two northbound lanes and one southbound lane. Additionally, all bicycles and pedestrians will use the barrier protected northbound side of the bridge. 
 
The on-ramp from Forbes Avenue to the Birmingham Bridge will close, as will the southbound sidewalk.  Motorists will be detoured.
 
Car and Truck Detour from Forbes Avenue:
  • Eastbound Forbes Avenue traffic will continue past the closed ramp
  • Turn left onto Craft Avenue
  • Turn left onto Fifth Avenue
  • Follow Fifth Avenue back to the bridge
Additionally, left hand bicycle turns and pedestrian access from Fifth Avenue to the southbound bridge approach will be prohibited.  Bicycle and pedestrian traffic will be detoured.  
 
Posted Bicycle and Pedestrian Detour from Fifth Avenue:
  • Follow Fifth Avenue past the intersection with the Birmingham Bridge
  • Turn left onto Moultrie Street
  • Turn left onto Forbes Avenue
  • Continue past the closed on-ramp to the bridge
  • Turn right onto the protected bi-directional bicycle and pedestrian lane
Bicyclists and pedestrians heading northbound across the bridge to Fifth Avenue will be detoured.
 
Posted Bicycle and Pedestrian Detour from Carson Street to Fifth Avenue:

  • Follow the bi-directional protected bicycle and pedestrian lane northbound across the bridge and down the ramp to Forbes Avenue
  • Turn left onto Forbes Avenue
  • Cross Forbes Avenue at the crosswalk
  • Turn right onto Moultrie Street
  • Turn right onto Fifth Avenue
The new long-term configuration will remain in place around-the-clock through Sunday, November 13. Crews from Joseph B. Fay Company will begin bridge preservation work on the southbound side of the bridge including painting, structural steel repairs, bearing and expansion dam replacements, deck resurfacing and lighting replacement.
 
This work is part of the $28.5 million Birmingham Bridge Preservation Project, which includes painting of the entire superstructure, steel repairs, bearing replacements, substructure repairs, light pole replacements and a concrete overlay.  The northbound side of the bridge was completed in 2015.
 
Construction will conclude in the spring of 2017. 
  

PWSA WILL INSTALL A NEW 20-INCH WATER MAIN ON FORBES AVENUE IN OAKLAND
 
The Pittsburgh Water and Sewer Authority (PWSA) will continue repairs on Forbes Avenue at Morewood Street due to a 20-inch water main break.  A geotechnical engineer assessed the safety and integrity of the road after the break.  It was determined installing a new 20-inch water main would be the best solution. PWSA is coordinating repair efforts with PennDOT and the Department of Public Works.  We appreciate the public’s patience as this issue gets resolved in the safest and most efficient manner possible.
 
The PWSA contractor will be working 24/7 through Friday, March 18, 2016, at 4:00 p.m.
 
Forbes Avenue (South Craig Street – Morewood Avenue) will remain closed to all traffic until repairs are completed. PWSA does not anticipate any impact to water service.

Upcoming Events in Oakland to Close Bigelow Boulevard between Fifth/Forbes Avenue

On Friday, February 26, 2016, a ‘March’ will be held from 4 – 5 p.m. as part of the USAS/USW national conference being held in Pittsburgh from February 26-27, 2016. Set-up will begin at 2:45 p.m. Bigelow Boulevard is to close from 2:30 – 5 p.m.

On Saturday, February 27, 2016, a ‘March for Bernie’ will be held from 11 a.m. – 1 p.m. Set-up for volunteers begins at 9 a.m. Bigelow Boulevard is to close from 7 a.m. – 12 p.m. Participants will march from Bigelow Boulevard to Market Square via Fifth Avenue. Anticipate travel delays as participants, estimated to be 2,000 make their way to Market Square in downtown Pittsburgh.
